Tobore Oru is a distinguished public policy researcher, currently providing expert advice to the Minister of State for Petroleum Resources (Gas). His policy recommendations have secured approval for the establishment of a High-Level Committee on Cybersecurity for the Nigerian Oil and Gas Sector, as well as the creation of Computer Security Incidence Response Teams (CSIRTs) to oversee the sectors in collaboration with the National Security Adviser (NSA) to the President. He is responsible for developing and overseeing the implementation of all cyber-related policy programs for Nigeria’s the oil and gas sector.
Mr. Oru is an active member of the United Nations (UN) Internet Governance Forum (IGF) Policy Network on Artificial Intelligence (PNAI) and co-authored its report on multistakeholder AI governance. He also participates in the IGF's Internet Rights and Principles Coalition (IRPC). As part of the UN Global Digital Compact (GDC) consultative process, Mr Oru led a country-specific study on the global regulation of Artificial Intelligence (AI) and Cross Border Data Flows (CBDF). He is a member of the Responsible AI Institute (RAII).
Tobore Oru holds a B.Eng. in Electrical/Electronics Engineering from Igbinedion University, Nigeria; an MSc. in Computer Systems Engineering (Software Systems) from the University of East London, United Kingdon; and an MBA in Project and Strategic Management from École Supérieure de Gestion (ESG), France. Additionally, he holds a certificate in Grey Literature from the Doctoral School of Grenoble Ecole de Management (GEM), France.
In 2017, Mr. Oru participated in the Geneva Winter School for Think Tankers, organized by the Think Tank Hub Geneva. He has earned certificates in Industrial Control Systems Cybersecurity from the United States Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA).
Presently, he leads the data science and analytics study group of the Society of Petroleum Engineers (SPE), Abuja section.
